The Slovenian Domobranstvo (Fatherland Guard) was an armed
formation created by the German occupying forces in Slovenia during
Wecond World War.
The image was made according to photos, scans and information

It seems obvious (and understandable) that this flag is a variation of the flag of the Krain province of Austria-Hungary - Slovenian tricolour with the Krain province coat of arms - white with blue eagle bearing chequy red-white crescent. I would guess it was used by locally organized forces similar to some other parts of Nazi occupied Europe.

In 1941 started in Slovenia the resistance movement under the name Osvobodilna fronta (Liberation Front) which had the symbol:
O F ^ ^ / \ ^ / v v \
which depicts Triglav (three headed mountain -- the highest mountain in Slovenia) on top of which are letters O and F. The Triglav is another pan-Slovene symbol and, in fact, it was adopted as the main part of the post-war, Communist era, coat of arms. The current coat of arms, designed in 1991, is also based on the Triglav sign
